We would like to open some questions here about the institutional and cultural conditions of anything that might be called cultural studies or multiculturalism. By introducing cultural studies and multiculturalism many intellectuals aim at a more democratic culture. We share this aim. In this essay, however, we would like to argue that the projects of cultural studies and multiculturalism require: a more international model of cultural studies than the dominant Anglo-American versions; (...) renewed attention to the institutional environments of cultural studies; and a questioning of the relations between multiculturalism and identity politics. We seek less to “fix” these problems than to provide a critical analysis of the languages, the methods of criticism, and the assumptions about identity, culture, and politics that present the problems to us. Because the thickets entangling what our group calls cultural studies are so deeply rooted in Western academia, which to a large degree constitutes our own group, the counterexample of cultural criticism in other contexts can be more than usually instructive. We begin by considering the position of cultural studies in China, since our group includes a number of Chinese intellectuals, on whose experience the following section is largely based. Doctoral programs at U.S. universities play a critical role in the development of human resources both in the United States and abroad. This volume reports the results of an extensive study of U.S. research-doctorate programs in five broad fields: physical sciences and mathematics, engineering, social and behavioral sciences, biological sciences, and the humanities. Research-Doctorate Programs in the United States documents changes that have taken place in the size, structure, and quality of doctoral education since the widely used 1982 editions. I argue that the Congress contributed to the construction of public space in which the relations between science, society and politics were debated, and science was reconceptualized as a social activity. The vision of “science studies” the CCF-associated intellectuals promulgated was different from the science studies we know today. Yet, this alternative vision, in which the issues of science politics appeared inseparable from those of science policy, science organization, and science governance, constituted the “pre-history” of science studies today. In this essay, the directors of an NEH Institute on “Medicine, Literature, and Culture” consider the lessons they learned by bringing humanities scholars to a teaching hospital for a month-long institute that mingled seminar discussions, outside speakers and clinical observations. In an exchange of letters, they discuss the productive tensions inherent in approaching medicine from multiple perspectives, and they argue the case for a broader conception of medical humanities that incorporates the methodologies of cultural studies.

A study probing the ambiguities of German nationhood. Berman takes a theoretical perspective of cultural studies, exploring such themes as: the constitution of nationhood; what holds a citizenry together; and history's role in providing a framework for current identities and institutions.

In the early 1980s Perth was probably the most important city in Australia for Cultural Studies. Through that decade many intellectuals who became leaders in Australian Cultural Studies and important players in Cultural Studies outside of Australia worked in Perth. Among them were John Fiske, John Frow, John Hartley, Tom O’Regan, Lesley Stern, Graeme Turner and, a decade later, Ien Ang. This essay discusses the presence of these academics in Perth and advances some reasons (...) why Perth became so important to Cultural Studies in Australia. It also discusses the kind of Cultural Studies that became privileged in Perth and considers some of the reasons for this. Perth Cultural Studies in the 1980s was primarily text-based and focused on screen-related popular culture, especially television programs and popular film. Cultural Studies in Perth developed in a city thought of as marginal to Australia, in institutions that were either not universities or, in the case of Murdoch University, was a very new university, by cosmopolitan academics who mostly came from either elsewhere in Australia or from the United Kingdom. Cultural studies need nihilism. The current canon of work focuses too heavily on a political age and human condition that is rapidly being altered and replaced by the use of neoliberal technologies. A new understanding of ontology and politics is necessary to make sense of and challenge the changing technological orientation of human beings by what Deleuze has called a mutation of capital. It is not through institutional discipline that power permeates our being any longer but through our (...) orientation to exist through and for neoliberal networks via our participation with internet technologies. Neoliberal technologies include and appropriates all bodies and experiences via their reduction to data and network flow; difference is no longer a tool of resistance. This work will assert that a move to a nihilist reading of ontology is what is missing from the work of cultural scholars and from current political movements interested in challenging the power of capital in the present. This work will attempt to build through nihilism a lens and an orientation via psychoanalytic theory and the work of Slavoj Žižek that offers resistance to neoliberal governance. (shrink)

Today, for cultural institutions, in particular, for libraries, the issue of evaluating the effectiveness of their activities is particularly relevant. There is still no single assessment methodology that takes into account the interests of all stakeholders: outside experts, library managers and staff, investors and sponsors of library activities. The purpose of the study is to develop an integrated methodology for evaluating the effectiveness of state cultural institutions, taking into account the needs of all potential users. The scientific novelty (...) lies in the development, based on the results of an empirical study, of an indicator for measuring the effectiveness of the activities of state cultural institutions, as well as an integrated methodology for evaluating the effectiveness of the library, taking into account the economic and non-economic interest of the activity and providing a comprehensive application of financial and managerial, information and organizational, control and analytical measures, which together contribute to improving the effectiveness of the activity. As a result, the author proposed a unified methodology for evaluating the effectiveness of state cultural institutions on the example of the Kostroma Regional Universal Scientific Library. (shrink)

This is not to deny that it leads a quasi-life as the domesticated ground for what has replaced it, or as a form of prestige: a signifier for "cutting-edge" discourses. But in (...) using the term here, I refer to the work that came into prominence after the Johns Hopkins conference on "The Structuralist Controversy" (1966), the modes of thought it made possible, and the antecedents for such thought going back to the late eighteenth century. Like the humanities generally, this Theory has become submerged in Cultural Studies, 1 which displaced it in the nineties as a central concern of institutes, interdisciplinary programs, and lecture series. "New" academic undertakings in the humanities are by definition those that have a cultural focus. Occasionally we come across programs in "Theory and Cultural Studies" which equate fields that could overlap dialogically but are not identical.Let us grant that practices at the ground level of teaching are more diverse because hiring has occurred over generations; or that there are no absolute epistemic shifts because of what Mary Poovey calls a process of "uneven development," in which "emergent" "rationalities" develop from "and retain a constitutive relationship to... residual domains" [Social Body 14-19]. At the level of marketing and image (and thus also the self-image of academics), Cultural Studies has become the primary focus of North American academic publishing in the humanities, 2 which thus reimagines itself in terms of the globalism of culture rather than the nationalism of "literature," even as the wider [End Page 67] technocratic apparatus thereby reduces the entire humanities to a form of "area studies." And as Heidegger presciently saw in 1938, publishing is a form of governmentality: through the "prearranged and limited publication of books," publishers "bring the world into the picture for the public and confirm it publicly" [139]. On the other side, if a space has been kept for Theory, it has migrated out of English into continental philosophy departments and book series. The result has been an esotericizing and narrowing of Theory to post-Heideggerian French philosophy: the most powerful current in American continental philosophy departments—hence the survival of Derrida but not the early Foucault, and hence the survival of a Derrida very different from the one who made an impact in the seventies. 3Why did Cultural Studies so readily replace Theory? And why focus on the loss of Theory rather than literature, which has also entered the domain of the residual? After all, Anthony Easthope, a decade ago, saw Theory as no more than the "symptom" of a crisis leading from the collapse of literature to the emergence of Cultural Studies [5]. In starting with the cathexis onto "culture" of an academic desire once mediated through "Theory," I suggest that both Theory and Cultural Studies are encyclopedic organizations of knowledge that have therefore served as meta- or flagship disciplines for the humanities. Constituted outside the regular structure of departments in programs and "centers," both have been responsible for a decentering innovation (recognizing the emergence of knowledges outside traditional boundaries) and a recentering of the humanities' "mission" by which it addresses the university at large. The encyclopedic impulse goes back a long way, whether it takes form in such gatherings as the early cabinets of curiosities, in universities as attempts to gather different disciplines into an institutional plurality, or in actual encyclopedias. Enkyklos paideia, meaning "circle of learning," is a gathering of subjects that are meant to be interrelated as knowledge by a single individual, in contrast to indexical systems (such as dictionaries), which are secondary reference tools that store information outside the mind for selective retrieval by different people. Actual encyclopedias, from Anglicus and Vincent of Beauvais to the Encyclopédie and Hegel's "philosophic encyclopedia," have thus been intimately tied up with existing or projected organizations of knowledge. Seed libraries are institutions that support the creation of semi-formal seed systems, but are often intended to address larger issues that are part of the “food movement” in the global north. Over 100 SLs are reported present in California. I describe a functional framework for studying and comparing seed systems, and use that to investigate the social and biological characteristics of California SLs in 2016 and how they are contributing to alternative seed systems based on interviews with 45 SL managers. At a minimum, SLs function as new seed distribution institutions founded and overseen by dedicated, values-driven individuals and groups with goals including education, seed access, local adaptation, biodiversity conservation, community-building, and human health. Annually about 4776 people borrow seeds from, and 238 people return seeds to the SLs in this study, that operate through over 17,000 hours of work/year. These SLs distribute approximately 6456 packets of seed annually, mostly of commercial seeds from small seed companies, but some SLs emphasize local and culturally meaningful seeds. The significance of a 6% seed return rate depends on SL goals and can be investigated once appropriate indicators for those goals are identified and documented. Beyond distribution, the seed system functions accomplished by SLs differ, and all can have consequences for the processes shaping the diversity and adaptation of their crops. The SLs engaged in seed system functions beyond distribution are new forms of socially-motivated community science, poised to develop biological and social innovations reflecting their values and interests. The purpose of this study is to analyze the current characteristics of organizational culture and climate in Kazakhstani higher educational institutions during the COVID-19 crisis. Materials for the study were collected from interviews and online discussions published on the website of Al-Farabi Kazakh National University. In addition, results from the social monitoring systems of the university’s educational activities as well as an official survey have been used. The study offers details of how Kazakhstani universities dealt with the crisis by presenting (...) KazNU case study. The paper presents the responsible actions developed at the university as well as the problems faced by students and teachers. One important lesson to be learnt is that educational organization needs to be more comprehensive, caring for appropriate technical equipment, helping develop skills for staff and students, and include vulnerable groups of the population. This study develops an internal–external institutional framework that explains why firms act in socially responsible ways in the emerging country context of China. Utilizing a mixed method of in-depth interviews and a survey study of 225 Chinese firms, the author found that internal institutional factors, including ethical corporate culture and top management commitment, and external institutional factors, including globalization pressure, political embeddedness, and normative social pressure, will affect the likelihood of firms to act in socially responsible ways. In particular, implicit (...) ethical corporate culture plays a key role in predicting different aspects of corporate social responsibility, while external institutional mechanisms mainly predict market-oriented CSR initiatives. This study contributes to the research on CSR antecedents by showing that in the emerging economy of China, CSR toward nonmarket stakeholders is more closely intertwined with corporate tradition and values, while legitimacy-seeking CSR activities are still limitedly rewarded. Democracy has been a flawed hegemony since the fall of communism. Its flexibility, its commitment to equality of representation, and its recognition of the legitimacy of opposition politics are all positive features for political institutions. But democracy has many deficiencies: it is all too easily held hostage by powerful interests; it often fails to advance social justice; and it does not cope well with a number of features of the political landscape, such as political identities, boundary disputes, and environmental crises. (...) Although democracy is valuable it fits uneasily with other political values and is in many respects less than equal to the demands it confronts. Today, the earth is an interconnected globe humming with electronic transmissions-a chattering planet nestled in the provident silence of space. The ethical question is whether this is contributing to authentic human development and helping individuals and peoples to be true to their transcendent destiny. The new media are powerful tools for education, cultural enrichment, commercial activity, political participation, intercultural dialogue and understanding. They also can serve the cause of religion. Yet the new information technology needs to be informed and (...) guided by solidarity in the service of the common good bridging the digital divide within and among nations. The value-laden message of Western secular culture to people and traditional societies in many cases ill-prepared to evaluate it leads to widespread crisis, for example, in regard to marriage and family life. This technology can be a means for solving human problems, promoting the integral development of persons, creating a world governed by justice, peace, and love. It also can help men and women in their age-old search for self-understanding. Like today's world itself, the world of media, including the Internet, has been brought by Christ, inchoately yet truly, within the boundaries of the kingdom of God and placed in service to the word of salvation. Recent years have seen the emergence of two interrelated trends in the arena of cultural politics. First, there has been a call for multiculturalism: for greater diversity in artistic and educational offerings, for a broadening of the spectrum of society's interest beyond the activities and experiences of dead or living white males. Thus, students demand courses in black, Hispanic, and women's studies; children's librarians clamor for more books about Native American and Asian youth; viewers of all races protest (...) if their stories are not told on television's nightly news and prime-time sitcoms. Second, there has been an insistence that those offering representations of previously unrepresented groups be themselves members of the group in question -- that courses in black studies be taught by black faculty, books about Native American youth be written by Native American writers, and reporters covering the Hispanic community be of Hispanic descent. It is this second and more controversial requirement that I wish to submit to examination here. (shrink)

Early practitioners of the social studies of science turned their attention away from questions of institutionalisation, which had tended to emphasize macrolevel explanations, and attended instead to microstudies of laboratory practice. The author is interested in re-investigating certain aspects of institution formation, notably the formation of scientific, medical, and engineering disciplines. He emphasises the manner in which science as cultural practice is imbricated with other forms of social, political, and even aesthetic practices. Human–animal relations in post-industrial societies are characterized by a system of cultural categories that distinguishes between different types of animals based on their function in human society, such as “farm animals” or “pets.” The system of cultural categories, and the allocation of animal species within this cultural classification system can change. Options for change include re-categorizing a specific animal species within the categorical system. The paper argues that attempts by political actors to adapt the institutional system to (...) cultural change that calls for re-categorization of certain animal species can start a contradictory process that may lead to long-term survival of the respective institution despite the cultural change. It is common to explain the persistence of political institutions with institutional path dependency or policy preferences of the governing parties. This paper introduces a new institutional theoretical approach to the explanation, the approach of “rejecting changing a part for fear of undermining the whole.” This paper uses a case study of a series of failed political efforts to change the treatment of dogs in the framework of the agricultural human–animal policy in the Federal Republic of Germany in the second half of the twentieth century, to evaluate its theoretical argument, using analyses of historical political documents, mass media, and communication documents between civil society actors and policymakers. This paper makes an innovative contribution to the theory and research on institutional change, the sociology of agriculture and food, and the sociology of human–animal relations. (shrink)

This study considers cultural crowdfunding as a heterogeneous system that allows money and attention to flow from backers to founders of cultural projects in diverse cultural sectors and focuses on the nature of the standards governing it. It analyzes Kickstarter’s corporate blog since the platform’s launch and finds indications that social media practices are increasingly naturalized as integral to crowdfunding and that social media architectures are increasingly adopted by the crowdfunding platform. This, I argue, has a potential (...) exclusionary effect. At the same time, the analysis finds evidence that Kickstarter is striving to develop an independent capacity to set aesthetic standards, which might moderate that effect and help constitute crowdfunding as an alternative decentralized arena for the funding of culture. In this essay I examine Julia Kristeva’s transgressive body of work as a strategic embodiment of, and argument for, an ethical orientation towards otherness predicated on the image of divided subjectivity identified by Jacques Lacan but powerfully re-theorised as dialogic by Kristeva. I focus on what is, for Kristeva, a stylistically unique essay – “Stabat Mater” – which examines a number of institutional discourses about motherhood from the western philosophical, religious, and psychoanalytical traditions, and simultaneously subverts them with a parallel (...) discourse (and enactment) ostensibly by an actual mother. The text itself, I argue, can be read as a performance of dialogic subjectivity and of Kristeva’s conception of maternality, which implies a radical ethical imperative – termed “herethics” – towards alterity. I propose that this herethical model might heuristically inform current debates regarding the ethical orientations of the study of religions as an academic field. (shrink)

In this study, we explored the academic acquis in the field of Islamic studies produced in the last twenty-plus years in the Netherlands. We examined Netherlands Interuniversity School for Islamic Studies to determine the most important Dutch institutions in the field of Islamic studies, their history, foundation objectives, research areas, education policies, publications, the most qualified researchers and original work in the field. NISIS, which solely covers Islam and Muslim societies in its broadest dimension, was established in (...) 2010 as the official national research school in the Netherlands. The research school was first attended by eight universities, each represented by a board member: Erasmus University Rotterdam, Leiden University, Radboud University, Tilburg University, Amsterdam University, Groningen University, Utrecht University, and VU University Amsterdam. With the participation of Maastricht University in 2013, NISIS constitutes the first collaboration in the history of Dutch scholarship, an academic platform of all universities that has a significant contribution to the field of Islamic studies, bringing together nine Dutch universities, their faculties, Ph.D. candidates, and master’s students. NISIS provides Ph.D. candidates and master's students in the Netherlands and Belgium with a number of opportunities: seasonal schools, network days, and other educational activities. NISIS strives to strengthen its existing ties with academic institutions around the globe, focusing mainly on Indonesia, Morocco, and Turkey. NISIS managed to cross the borders of the Netherlands and has successfully partnered with KU Leuven and Ghent University from Belgium and Ruhr University Bochum from Germany. The International Institute for the Study of Islam in the Contemporary World (ISIM) and later NISIS, were founded on a fundamental principle "For the Netherlands to develop a truly balanced, multicultural society, it is essential to know the cultures and societies that contribute to it". In our research, we discussed the academic efforts before NISIS; the establishment, activities, and publications of ISIM in detail. We shed light on the establishment of NISIS, its purpose, objectives, research areas, educational program, seasonal schools, Islamic research network days, other educational activities, interdisciplinarity principle, relations with other institutions, and efforts to reach various segments of Dutch society. This paper examines parents experiences of medical decision-making and coping with having a critically ill baby in the Neonatal Intensive Care Unit (NICU) from a cross-cultural perspective (France vs. U.S.A.). Though parents experiences in the NICU were very similar despite cultural and institutional differences, each system addresses their needs in a different way. Interviews with parents show that French parents expressed overall higher satisfaction with the care of their babies and were better able to cope with the loss (...) of their child than American parents. Central to the French parents perception of autonomy and their sense of satisfaction were the strong doctor–patient relationship, the emphasis on medical certainty in prognosis versus uncertainty in the American context, and the sentimental work" provided by the team. The American setting, characterized by respect for parental autonomy, did not necessarily translate into full parental involvement in decision-making, and it limited the rapport between doctors and parents to the extent of parental isolation. This empirical comparative approach fosters a much-needed critique of philosophical principles by underscoring, from the parents perspective, the lack of emotional work" involved in the practice of autonomy in the American unit compared to the paternalistic European context. Beyond theoretical and ethical arguments, we must reconsider the practice of autonomy in particularly stressful situations by providing more specific means to cope, translating the impersonal language of rights" and decision-making into trusting, caring relationships, and sharing the responsibility for making tragic choices. Next SectionObjective The purpose of this article is to investigate the need for ethics support in Dutch healthcare institutions in order to understand why ethics support is often not used in practice and which factors are relevant in this context. Methods This study had a mixed methods design integrating quantitative and qualitative research methods. Two survey questionnaires, two focus groups and 17 interviews were conducted among board members and ethics support staff in Dutch healthcare institutions. Findings Most respondents see a (...) need for ethics support. This need is related to the complexity of contemporary healthcare, the contribution of ethics support to the core business of the organisation and to the surplus value of paying structural attention to ethical issues. The need for ethics support is, however, not unconditional. Reasons for a lacking need include: aversion of innovations, negative associations with the notion of ethics support service, and organisational factors like resources and setting. Conclusion There is a conditioned need for ethics support in Dutch healthcare institutions. The promotion of ethics support in healthcare can be fostered by focusing on formats which fit the needs of (practitioners in) healthcare institutions. The emphasis should be on creating a (culture of) dialogue about the complex situations which emerge daily in contemporary healthcare practice. (shrink)

Most donated organs in the United States come from brain dead donors, while a small percentage come from patients who die in “controlled,” or expected, circumstances, typically after the family or surrogate makes a decision to withdraw life support. The number of organs available for transplant could be substantially if donations were permitted in “uncontrolled” circumstances–that is, from people who die unexpectedly, often outside the hospital. According to projections from the Institute of Medicine, establishing programs permitting “uncontrolled donation after (...) circulatory determination of death,” or uDCDD, throughout the United States has the potential to provide 22,000 more donation opportunities annually. In contrast, U.S. controlled donation after circulatory determination of death, or cDCDD, cases have increased progressively over the past decade from 87 to 848 donors, but currently account for only 10.6 percent of all deceased donors. Following the IOM recommendations, several projects exploring the feasibility of uDCDD were funded by the federal government, including a grant from the Health Resources and Services Administration that supported a pilot project in New York City in which the authors of this article participated.A key feature of our protocol, and indeed of many uDCDD protocols, is the initiation of preservation methods such as chest compressions and extracorporeal membrane oxygenation shortly after death in order to perfuse and preserve the donor's organs. Critics of uDCDD argue that the means of determining death deviates from generally ascribed principles. They assert that reinstituting circulation in order to preserve organs has the effect of “undoing” the prior determination of death. The result is that cDCDD is widely accepted and practiced routinely even though it only marginally increases the number of organs available for transplantation, and uDCDD is widely considered unacceptable despite being ethically embraced and proven to significantly increase organ donation opportunities in other countries. This article explores the evolution of this counterintuitive state of affairs and calls for a policy that, in line with the IOM report, allows for both cDCDD and uDCDD protocols. (shrink)

Biology is seen not merely as a privileged oppressor of women but as a co-victim of masculinist social assumptions. We see feminist critique as one of the normative controls that any scientist must perform whenever analyzing data, and we seek to demonstrate what has happened when this control has not been utilized. Narratives of fertilization and sex determination traditionally have been modeled on the cultural patterns of male/female interaction, leading to gender associations being placed on cells and their components. Background The European Union aims to optimize patient protection and efficiency of health-care research by harmonizing procedures across Member States. Nonetheless, further improvements are required to increase multicenter research efficiency. We investigated IRB procedures in a large prospective European multicenter study on traumatic brain injury, aiming to inform and stimulate initiatives to improve efficiency. Methods We reviewed relevant documents regarding IRB submission and IRB approval from European neurotrauma centers participating in the Collaborative European NeuroTrauma Effectiveness Research in Traumatic Brain Injury. (...) Documents included detailed information on IRB procedures and the duration from IRB submission until approval. They were translated and analyzed to determine the level of harmonization of IRB procedures within Europe. Results From 18 countries, 66 centers provided the requested documents. The primary IRB review was conducted centrally or locally and primary IRB approval was obtained after one, two or three review rounds with a median duration of respectively 50 and 98 days until primary IRB approval. Additional IRB approval was required in 55% of countries and could increase duration to 535 days. Total duration from submission until required IRB approval was obtained was 114 days and appeared to be shorter after submission to local IRBs compared to central IRBs. Conclusion We found variation in IRB procedures between and within European countries. There were differences in submission and approval requirements, number of review rounds and total duration. Research collaborations could benefit from the implementation of more uniform legislation and regulation while acknowledging local cultural habits and moral values between countries. (shrink)

For critical legal scholars, the ongoing far-right assault upon the liberal status quo poses a distinct dilemma. On the one hand, the desire to condemn the far-right is overwhelming. On the other hand, such condemnations are susceptible to being appropriated as a validation of the very liberalism that critical theorists have long questioned. In seeking to transcend this dilemma, my focus is on the discourse of ‘white genocide’ — a commonplace belief amongst the far-right/white nationalists that ‘whites’, as a discrete (...) group, are facing demographic destruction as a result of deliberate policy choices. Such a belief has motivated acts of extreme violence. While libel to dismissal by experts on mainstream understandings of genocide, namely international criminal lawyers, I argue that this ‘white genocide’ discourse deserves careful scrutiny as a jurisprudential and socio-legal phenomenon that reveals key weaknesses in present modalities of liberal justification. Drawing upon an array of recent critical theories, I show how a liberalism unable to face its own decline enables the very far-right assertions it purports to oppose. Thus, given liberalism’s failure to act as a neutral arbiter, an alternative approach for those opposing the far-right is to develop a vision of politics and society that confront believers in ‘white genocide’ on a more substantive level. This, I argue, forces the far-right’s opponents to disavow liberal scepticism towards utopian transformation as well as the juridical understandings and institutions that allow this scepticism to durably persist. The late antique and early medieval Mediterranean was characterized by wide-ranging cultural and linguistic diversity. Yet, under the influence of Christianity, communities in the Mediterranean world were bound together by common concepts of good rulership, which were also shaped by Greco-Roman, Persian, Caucasian, and other traditions. This collection of essays examines ideas of good Christian rulership and the debates surrounding them in diverse cultures and linguistic communities. It grants special attention to communities on the periphery, such as the Caucasus (...) and Nubia, and some essays examine non-Christian concepts of good rulership to offer a comparative perspective. As a whole, the studies in this volume reveal not only the entanglement and affinity of communities around the Mediterranean but also areas of conflict among Christians and between Christians and other cultural traditions. By gathering various specialized studies on the overarching question of good rulership, this volume highlights the possibilities of placing research on classical antiquity and early medieval Europe into conversation with the study of eastern Christianity.
